In collaboration with Disaster Management Authority (DMA) in Central Java Province, Arbeiter-Samariter-Bund (ASB) initiated Disability Inclusion Service Unit for Disaster Management, known as Unit LIDi PB. The service unit was officially launched on August 9, 2017 in Surakarta, Central Java. In this occasion, more than 350 persons participated, including representations of city/district level DMA, Disabled People's Organisation (DPOs) and representations from other provinces across the country.
Development of the service unit aims to bridge the existing gap between key disaster management actors and most-at-risk groups in the community. As an integral part of the Central Java Province DMA, Unit LIDi PB takes role to escort inclusive implementation of disaster management at all stages. Not only ensures protection and fulfilment of needs in emergency situation, Unit LIDi PB also plays major responsibility to strengthen participation of persons with disability and other most-at-risk groups in pre, during and post disaster phases. Inclusion aspect of Unit LIDi PB is also reflected from its organisational structure which collaborating DPOs, women organisation, disaster risk reduction forum and government officials.
Supported by the United States Agency for International Development (USAID), through Technical Assistance and Training Teams (TATTs) Consortium, Unit LIDi PB has been through substantial stages, including feasibility studies, guideline development, workshop and trials, and finalisation. The launching of Unit LIDi PB was also not merely a ceremonial activity. Participants were invited to learn further on topics related to inclusive disaster management. Safe school initiatives, planning and budgeting for disaster management, resilient village and inclusive humanitarian assistance were among the thematic sessions. Participants were also invited to experience field activities through emergency and logistic simulation. At the end of the launching ceremony, Unit LIDi PB guidebooks were handed to several invitations as a symbol of baton to pass on the spirit of inclusion and replication of Unit LIDi PB in other provinces in the country.
